Edition 202628 · Tuesday 7 July 2026 · Clarity since 2026

Not much big news this week, but there are new rules and risks that affect your recruitment: from the upcoming EU law to deepfake fraud that can fake candidates.

The main story

The big AI law starts enforcing: recruitment falls under the strictest rules

From 2 August 2026, regulators can really take action. Recruitment counts as the highest risk category.

On 2 August 2026, the main rules of the EU AI Act come into force. From then on, national regulators will actively supervise compliance. AI systems used in recruitment are explicitly classed as high-risk, just like AI in healthcare and education. This means mandatory risk assessments, human oversight, and technical documentation. Fines can reach up to 35 million euros or 7% of global annual turnover. In the Netherlands, an implementation law is being prepared. It will set out which regulators (such as the AP and the ACM) will monitor this.

What this means for you
Put your AI use on paper now, before enforcement begins

Before 2 August, go through your recruitment process and note where you use AI: in searching, summarising, or writing texts. Agree with your team that no tool ever rejects or ranks a candidate on its own; a human always reads and decides. And state honestly in your procedure where AI is involved. Soon, this won't just be good practice, it will be required.

The Netherlands decides who will monitor the AI rules

The government put a bill for the Dutch implementation law for the EU AI Regulation out for consultation. This law sets out which national regulators (such as the AP and the ACM) will supervise compliance with the EU AI Act. The consultation ran until 1 June 2026.
